Assessing and Developing Writing and Spelling Skills

What are activities teachers can do at the prewriting stage to get students to experience writing? 

On a side note....
I am not enthused about story starters or beginning first sentences.  From my experiences, children begin to rely of the teacher for those beginning sentences and do not know how to begin a story without a prompt from the teacher.

Process Writing

Rough draft or "Sloppy Copy" (Sloppy copy is a term students understand.)

Conferencing (This is a chance for the writer to read their story and ask someone for their opinion.)

Publishing or "Glory Story"

Kindergarten and 1st grade children are usually satisfied with their papers.  Their writing process goes from prewriting with the teacher to glory story.  In the beginning of 2nd grade students' writing process is prewriting, sloppy copy, conferencing and glory story.  Editing comes after teachers have done mini lessons with the students about how to edit.
