Statement of the Problem
American Indians on reservations encounter the digital divide,
the chasm that discourages people of minority and low-income
households from accessing technology tools, related learning
opportunities, and high-quality online content. Available literature
regarding the digital divide has described existing and likely
scenarios ranging from other ethnic groups in the United States to
racial groups in other countries, but American Indians are
considered a statistically insignificant population and,
consequently, are excluded by the federal government in digital
divide research (DeBell & Chapman, 2003). |
